India's journey to developing an indigenous airborne early-warning capability is a testament to the country's determination and expertise in defence technology. The programme, which began in the mid-1980s, has been a long and winding road, marked by numerous setbacks and challenges.

The origins of the programme can be traced back to 1985, when India began studying airborne early-warning technology under an effort associated with Project Guardian, subsequently known as Airavat. The initial challenge was enormous, as India did not possess a purpose-built airborne surveillance aircraft or the indigenous technology required to integrate a sophisticated radar, signal processing, communications, and command-and-control system onto an aircraft.

The solution was to develop the technology incrementally using an available platform, which eventually led to the Airborne Surveillance Platform (ASP) based on the HS-748 Avro aircraft. The aircraft was modified with a large rotating radar dome, while DRDO organisations like the Centre for Airborne Systems (CABS) and Electronics and Radar Development Establishment (LRDE) worked on airborne electronics and radar technology.

The programme was deliberately structured as a technology demonstrator rather than an immediately deployable operational AWACS. The objective was to acquire experience in airborne radar, signal processing, communications, integration, and flight testing before attempting a more sophisticated operational system. Contemporary assessments noted that the ASP was intended as a first step towards a full-fledged airborne early-warning capability.

However, tragedy struck on 11 January 1999, when the ASP prototype crashed near Arakkonam in Tamil Nadu during a test flight, resulting in the loss of eight personnel. The crash brought the programme to an abrupt halt and became one of the darkest moments in India's indigenous airborne surveillance effort.

Despite the setback, India did not abandon the objective. By the early 2000s, DRDO began rebuilding the programme around a new architecture. The revived effort moved away from the Avro platform and eventually selected the Embraer EMB-145 regional jet as the flying platform. This represented a major philosophical and technological transition.

Instead of attempting to turn an ageing transport aircraft into a complete operational AEW&C system, India could concentrate on developing an indigenous mission system around a more suitable modern aircraft. The programme was revived in 2004, with CABS taking the lead in developing the indigenous mission system. DRDO's own account identifies 2004 as the year in which the AEW&C programme was restarted, eventually leading to the Netra system.

The new architecture also reflected lessons learned from Airavat. India increasingly treated the aircraft not simply as a modified airframe carrying a radar, but as an integrated system of systems involving radar, electronic support measures, communications, data links, mission computers, operator consoles, and command-and-control functions. The result was the Netra AEW&C, with DRDO developing the mission system and associated technologies while integrating them onto the Embraer platform.

After years of development and testing, the system eventually entered operational service and became a key component of India's airborne surveillance architecture. The journey reached another important milestone in June 2026, when DRDO and the Indian Air Force (IAF) declared Final Operational Clearance for the indigenous Netra AEW&C system.

The FOC ceremony was dedicated to the eight scientists and air warriors who died in the 1999 ASP crash, providing a remarkable connection between India's earliest airborne-surveillance experiment and its eventual operational achievement. The significance of Netra therefore goes far beyond the aircraft itself. India's current AEW&C capability is the product of four decades of accumulated institutional knowledge—from Airavat and the Avro demonstrator, through the painful lessons of Arakkonam, to the development of indigenous radar, mission computing, communications, and sensor integration.

The Netra AEW&C system represents a major milestone in India's indigenous defence technology programme. It is a testament to the country's determination and expertise in defence technology and a shining example of what can be achieved through perseverance and innovation. As India continues to evolve its airborne surveillance capabilities, the Netra system will play a critical role in ensuring the country's national security and defence interests.
