The recent induction of South Korea's KF-21 Boramae fighter jet has sent shockwaves across the globe, particularly in India, where the country is eagerly awaiting the induction of its own Tejas Mk2 and Advanced Medium Combat Aircraft (AMCA). The KF-21 Boramae's impressive capabilities have raised questions about India's approach to fighter development, and whether the country can learn from South Korea's model.

The KF-21 Boramae's induction marks a significant shift in South Korea's approach to fighter development. Unlike India, which has historically treated formal induction as the beginning of a long process of making the fighter operationally useful, the Korean model prioritizes delivering an aircraft in a production-standard configuration with meaningful operational capability. This approach has allowed the KF-21 Boramae to enter service with a high level of maturity, particularly in the air-to-air role.

India, however, has a different approach. The country has historically faced criticism over the gap between aircraft induction and the availability of their complete combat capability. The Tejas Mk2 and AMCA, which are expected to enter service in the near future, are no exception. While the Tejas Mk2 is expected to feature a more powerful engine, a larger airframe, greater payload, and advanced avionics compared to the Tejas Mk1A, its air-to-air configuration is still a work in progress.

The KF-21 Boramae's experience offers a valuable lesson for India. The Korean model demonstrates that rapid transition from development to production is possible when industry, government, and military requirements are closely aligned. India could adopt a similar philosophy while maintaining a stricter requirement that each initial operational configuration meets a clearly defined minimum combat standard.

The IAF's operational environment makes this particularly important. India faces two nuclear-armed neighbours with increasingly capable fighter fleets, long-range air-to-air missiles, airborne early-warning systems, and integrated air-defence networks. A new Indian fighter could potentially be required to operate in contested airspace shortly after entering service. Consequently, the induction criteria for Tejas Mk2 and AMCA should be based on operational capability rather than simply achieving a development milestone.

A credible air-to-air configuration for the Tejas Mk2 should include a mature active electronically scanned array radar, electronic warfare and self-protection systems, secure communications and data links, helmet-mounted cueing where required, and reliable integration of modern air-to-air weapons. India must avoid a situation where AMCA enters service with important combat functions dependent on future upgrades, and instead, ensure that the production-standard AMCA is capable of performing its principal air-to-air mission from the outset.

The IAF's goal should be straightforward: Tejas Mk2 and AMCA should enter frontline service only when their initial air-to-air configurations are safe, reliable, fully integrated, and capable of performing their intended missions in a realistic combat environment. This requires a structured approach, where production aircraft are introduced while more advanced configurations continue to evolve. By adopting this approach, India can ensure that its future fighter fleet is capable of operating effectively in an increasingly networked battlespace.

In conclusion, the KF-21 Boramae's induction marks a turning point in fighter development. India has an opportunity to get it right, to adopt a more structured approach that prioritizes combat readiness from day one. The IAF's operational environment demands nothing less. The country's future fighter fleet must be capable of operating effectively in contested airspace, and that requires a high level of maturity, particularly in the air-to-air role. The KF-21 Boramae's experience offers a valuable lesson for India, and the country would do well to learn from it.
