Russia's S-500 Offer to India: A Strategic Gamble or a Prudent Approach?

India's Defence Acquisition Council has given its approval to a formal tender from Russia for five more S-400 squadrons, which would double the country's existing order to ten. This move comes as Russia has pitched its advanced S-500 Prometheus system to India, but New Delhi is holding back, demanding to see the system in action first.

The S-500's advanced capabilities, including targeting intercontinental ballistic missiles and hypersonic glide vehicles, have raised eyebrows. India views the S-500 as a supplement to its proposed long-range domestic system, Project Kusha. The S-400 and S-500 systems are intended for different purposes, with the S-400 guarding airspace and the S-500 positioned near the edge of space, providing defence from above.

In 2018, India entered into a $5.43 billion agreement for five S-400 squadrons, with four of them already delivered and the fifth due to arrive in November 2026. The S-400 systems have already demonstrated their effectiveness in Operation Sindoor, downing a Pakistani surveillance aircraft that was more than 300 kilometres beyond the horizon, together with a number of fighter aircraft.

The S-500's range reaches into near-space and beyond 200 kilometres in altitude, allowing it to engage intercontinental ballistic missiles, hypersonic glide vehicles, and low-Earth-orbit spacecrafts. This is in contrast to the S-400, which is capable of dealing with aircraft, AWACS aircraft, cruise missiles, and tactical ballistic missiles in the stratosphere up to an altitude of about 30 kilometres.

India is not in a hurry to take up the offer of the S-500, since the proposal looks very impressive on paper. The country has asked Russia to first demonstrate the capabilities of the system. New Delhi wishes for the S-500 to be operated at a steady production rate before making any large-scale purchases and would like to see how the system has performed as part of Russia's inventory before spending any considerable amount of money on the systems.

Russia is providing technology transfer for local manufacturing, just as it is doing in order to make the Su-57E discussion more attractive. The way in which India responds to the offer of the S-500 will depend less on the offer itself and more on how accurately Russia is able to show the capabilities of the system.

The S-500 offer is part of a larger strategic gamble by Russia to tie India into the next phase of its air defence system. India is at the same time considering the production of the Su-57E and expanding its own domestic alternatives. The S-500's advanced capabilities make it an attractive option for India, but the country's cautious approach is a prudent one.

India's Defence Minister has stated that the country will not rush into any major defence deals without thorough evaluation and testing. This approach is in line with India's long-term strategy of developing its own defence capabilities and reducing its dependence on foreign systems.
