India's Air Force Chief Calls for Unmanned Combat Aircraft

India's Air Force Chief, Air Chief Marshal AP Singh, has called for the induction of 36-40 fighter aircraft annually to arrest the decline in fighter squadron strength. However, this raises an interesting question: could unmanned combat aircraft fill the gap?

The Economics of Unmanned Systems

The economics of unmanned systems are shifting. By cutting out the pilot, the cost of sophisticated engines, sensors, avionics, flight-control systems, and pilot training are reduced. This reduces the high acquisition and operating costs of manned fighters. Unmanned aircraft offer an alternative route to numbers.

Complementary Sensor Nodes

Unmanned aircraft can serve as complementary sensor nodes for jammers, decoys, or precision-strike missiles, operating alongside manned fighters. They can also carry out certain missions where the risk of losing an aircraft is considered acceptable. The proposed annual target would apply across different classes of unmanned aircraft, from loyal wingmen to stealth UCAVs.

Operation Sindoor and the Future Force

Operation Sindoor has fuelled the debate about unmanned systems, electronic warfare, and integrated air-defence systems. The Chief of Defence Staff, General Anil Chauhan, has called upon the country to develop indigenous UAVs and counter-UAS capabilities. Air Chief Marshal Singh has drawn the correct conclusion from Operation Sindoor: that manned and unmanned systems must work together.

Phased Procurement Plan

A sustained annual production target would give the IAF a clear pathway from demonstrators to combat aircraft fleets. The main challenge would not be in manufacturing airframes, but in developing reliable propulsion, data-link security, autonomous mission software, weapons interface, and self-protection against electronic attack. A phased procurement plan would be necessary, initially flying operational demonstrators, qualifying multiple designs in different roles, and then moving on to expanded serial production after evaluating costs and performance.

Conclusion

India does not have to go from zero to 36. HAL's CATS Warrior and DRDO's Ghatak programme could form the backbone of an IAF equipped using a 'parallel procurement' strategy. A sustained annual production target would give the IAF a clear pathway to a future force that utilises unmanned aircraft for extended surveillance, target illumination, electronic warfare, and selected precision strikes, complementing manned aircraft and enhancing India's air-defence systems effectively.
