Rafale Production Programme Unfolds Over Decade, Final Aircraft to Roll Off Line in 2040s

The Indian government's much-awaited 114 Rafale contract is expected to be concluded by the end of this year, setting the stage for a prolonged production programme that will span over a decade. According to industry experts and defence acquisition practices, the final locally manufactured aircraft could potentially roll off the production line between 2038 and 2041.

The Rafale production programme will follow a typical aerospace manufacturing timeline, with the first imported fighters expected to arrive in India around 2029. However, establishing domestic production for approximately 90 aircraft will require several years of industrial preparation before serial manufacturing reaches full capacity.

The initial phase of the programme will focus on setting up the manufacturing ecosystem in India, including the establishment of a dedicated Final Assembly Line (FAL). This will involve the selected Indian production partner, a private-sector joint venture, working closely with the foreign original equipment manufacturer (OEM) to establish assembly infrastructure, train personnel, and validate manufacturing processes.

During this period, the production partner will work on importing Semi Knocked Down (SKD) or Completely Knocked Down (CKD) kits from the OEM, gradually increasing indigenous content through localisation of components, structures, and sub-systems. This approach has been successfully implemented in previous Indian aerospace programmes, including the Su-30MKI.

Once the production line reaches maturity, manufacturing rates will increase to steady-state output, with defence industry benchmarks indicating that advanced fighter assembly lines in India generally sustain production of around 8 to 12 aircraft annually. Peak output could potentially reach 12 to 16 aircraft per year under favourable supply-chain conditions.

Assuming approximately 90 aircraft are to be manufactured in India, a sustained production rate of 10 to 12 fighters annually would require roughly seven to nine years of continuous serial production. This would make the MRFA programme one of India's longest-running fighter manufacturing efforts, creating sustained work for the domestic aerospace industry over nearly a decade.

The programme will also enable the progressive transfer of manufacturing expertise and industrial capabilities to Indian industries. Domestic production will become the primary source of aircraft deliveries, with serial manufacturing continuing through the remainder of the decade. The final locally manufactured aircraft will likely be delivered between 2039 and 2041, depending on annual production rates, localisation milestones, and the stability of the global aerospace supply chain.
