India's Tactical Transport Fleet to Undergo Gradual Transformation

The Indian Air Force's (IAF) ageing An-32 transport fleet has been a stalwart of the country's tactical airlift capabilities for decades. Supporting a wide range of missions, including troop movement, logistics, humanitarian operations, and air maintenance missions, the An-32 has proven its worth in some of India's most challenging high-altitude areas. Despite its advanced age, the An-32 has undergone significant upgrades, extending its service life and improving its capabilities.

The IAF's decision to introduce a new Medium Transport Aircraft (MTA) will not lead to an immediate replacement of the An-32 fleet. Instead, the new aircraft will augment the existing An-32 fleet, gradually assuming a larger share of missions as sufficient numbers become available. This phased transition will allow the service to introduce the new aircraft gradually while retaining sufficient transport capacity during the transition.

The choice of MTA will have a significant impact on the eventual retirement timeline of the An-32. A platform offering greater payload, range, endurance, reliability, and modern avionics will make the older aircraft less economical to operate over time. However, this process will take years, particularly given the IAF's continuing requirement for tactical airlift capacity.

The An-32's continued presence will provide the IAF with operational flexibility and allow the service to maintain sufficient aircraft availability while new crews are trained and maintenance infrastructure is established. This gradual transition will enable the IAF to introduce the new aircraft gradually while retaining sufficient transport capacity during the transition.

As the IAF continues to plan for a multi-decade transition, the eventual retirement of the An-32 fleet is likely to be gradual rather than sudden. Some aircraft could remain available into the 2040s, particularly if their structural life and maintenance condition allow continued operation.

The extended overlap between the legacy An-32 fleet and the new MTA fleet will also provide an opportunity for the IAF to progressively expand the MTA fleet as budgets and production capacity permit. If the selected aircraft is manufactured in India at significant production rates, additional aircraft could eventually replace the oldest An-32s while simultaneously expanding overall airlift capacity.

The result of this gradual transformation will be a transition in which the IAF moves from the An-32 era to a mixed An-32–MTA fleet before eventually becoming predominantly MTA-based. This approach will enable the IAF to maintain its tactical airlift capabilities while introducing modern, efficient, and effective aircraft to its fleet.
