France's Next-Gen Fighter Jet Programme: A Game-Changer for India's Sixth-Gen Plans?

India's Defence Ministry has formally expressed interest in partnering with France on the next-generation fighter jet programme. This development comes as France accelerates its next-gen fighter jet programme, driven by the termination of its Franco-German cooperation. The partnership could provide India with valuable know-how in developing and producing sixth-generation fighter jets, enhancing its military capabilities and strategic influence.

The French next-generation fighter jet programme is set to enter a new demonstrator phase in 2027, with actual fighter jet development starting in 2029. The timeline has been published in France's proposed 2027 defence budget. The next-generation jet would eventually replace the Rafale family of jets, although the exact industrial division of labour, programme name, and multinational partnerships are yet to be finalised.

France's Future Combat Air System (FCAS) fighter component faced persistent internal industrial rifts over strategic industrial and design choices. The termination of the Franco-German partnership has given France greater flexibility and control over fighter design, industrial involvement, and technologies related to its strategic needs. India has been scouting a possibility of a Franco-Indian co-development and co-production arrangement.

For India, the value proposition of partnering France extends beyond access to a future combat aircraft. Collaborating with France on the next-gen fighter jet programme would give India valuable know-how in developing and producing sixth-generation aircraft that could supplement India's own efforts on the Advanced Medium Combat Aircraft (AMCA). The timeline for FCAS development offers both opportunities and challenges for India's national ambitions.

If the French have their way, Indian defence officials would have to act quickly to secure a position on the board of the future combat aircraft to exert any meaningful influence on design and technology selection. While India will be able to secure only a limited industrial role compared to major partners, France will be in a position to accommodate India at a later stage, say experts.

The details, however, will depend on the scope of India's financial commitments, industrial capabilities, and the technologies Paris is open to sharing. The UK, Italy, and Japan have launched the Global Combat Air Programme (GCAP), a separate multinational project to develop a sixth-generation fighter jet. While GCAP is another option for India, analysts believe that India has little chance to become a critical player in GCAP, given the internal dynamics of the partnership.

For New Delhi, the strategic importance of GCAP competition lies in the technologies, rather than numbers – and a choice between several paths to sixth-generation fighters that seek to offer regional alternatives to the U.S.-centric approach to fighter jet development. As India weighs its options, it must carefully consider the implications of partnering with France or joining the GCAP.

Conclusion

India's sixth-gen fighter jet plans are at a crossroads. The French next-gen fighter jet programme offers a unique opportunity for India to gain valuable know-how and enhance its military capabilities. However, the partnership will come with limitations, and India must carefully consider its options before making a decision. The choice between partnering with France or joining the GCAP will have far-reaching implications for India's national security and strategic influence in the region. As India navigates this complex landscape, it must prioritize its national interests and make an informed decision that will shape its military capabilities for decades to come.
