India's S-400 Deal: A Costly but Crucial Upgrade for its Air Defence Architecture\n\nIndia's S-400 air defence system has made a significant impact on the country's air defence capabilities, particularly during its combat debut against Pakistan in 2025. The system's performance has secured Acceptance of Necessity for five more squadrons, doubling India's inventory to ten, as per the Ministry of Defence.\n\nHowever, the estimated cost of the second batch of S-400 systems could jump 10.5 percent following its combat debut. Price negotiations are ongoing, with deliveries expected to begin in 2028.\n\nThe system's combat performance has been a game-changer for India's air defence architecture. The S-400's ability to engage aircraft at extreme ranges has denied Pakistani aircraft the ability to operate close to the border. This has been a significant vindication of the system, which is now regarded as the backbone of India's long-range air defence capabilities.\n\nRussia has promised to incorporate a set of upgrades for the second batch of S-400 systems, informed by both feedback from the Indian Air Force and Russian forces' own experience using them extensively during the war in Ukraine. These upgrades and the general cost pressure that comes with having to acquire a system that has proven itself in combat, rather than simply advertised, are understood to be the cause for the initial 10.5 percent cost increase estimate.\n\nIndependent industry estimates have already pointed to a second S-400 package valued at close to ₹1 lakh crore, or roughly $12 billion when accounting for inflation, expanded support infrastructure, training, spares, and the kind of technological refinements now being discussed. This would represent a substantial jump over the original $5.43 billion contract, before factoring in sources' indicated premium.\n\nThe extent to which the cost will lean towards the 10.5 percent floor or 15 percent ceiling sources have pointed to will likely be informed by negotiations following the completion of India's first batch of deliveries later this year.\n\nFor India, the calculus to absorbing a higher price appears relatively simple. The S-400's performance during Operation Sindoor has been regarded by Indian military leadership as a vindication of the system, which they view as worth paying a premium for its expansion.\n\nIn conclusion, India's S-400 deal is a costly but crucial upgrade for its air defence architecture. The system's performance has secured Acceptance of Necessity for five more squadrons, doubling India's inventory to ten, as per the Ministry of Defence. The estimated cost of the second batch could jump 10.5 percent following its combat debut, but the benefits of the system's performance far outweigh the costs.
