India's Russian Oil Imports: A Strategic Shift in the Global Energy Market

India's decision to maintain its Russian oil imports near current levels has sent shockwaves through the global energy market. The move comes despite US President Donald Trump waiving sanctions and tariffs on Russian crude, allowing India to continue buying Russian oil at near current levels.

The waiver, issued by Trump on Friday, waives the sanctions, restrictions, and duties under the Lindsey O. Graham Sanctioning Russia and Iran Act. The law, signed on September 18, authorized tariffs of up to 100 per cent on goods from the five largest importers of Russian crude and gas, and sanctions on Russia's shadow fleet of tankers.

India is the largest importer of Russian seaborne crude, averaging 1.8 million barrels per day this year. The country took about 1.82 million bpd of Russian crude in September, ahead of China at 1.2 million bpd. Analysts expect October imports to hold at around 1.8-1.9 million bpd.

The shift in India's crude sourcing is a result of Russia's invasion of Ukraine in February 2022. The Western sanctions that followed prompted many buyers to shun Russian oil, leading to a significant drop in prices. Russia redirected its cargoes to Asia at steep discounts, making Russian oil an attractive alternative to supplies from West Asia and other producers.

India seized the opportunity, transforming its crude sourcing in a matter of months. Russian oil accounted for around 2 per cent or less of India's imports before the war, but refiners rapidly increased purchases as discounted cargoes improved processing economics and helped contain the cost of imported energy.

The rapid rise of Russian oil has fundamentally reshaped India's crude import mix. The discounts made Russian oil an attractive alternative to supplies from West Asia and other producers. Russia made up for volumes that were lost due to the Iran war disrupting supplies earlier this year.

In September 2026, the price discount on Urals-grade crude oil relative to the global benchmark Brent averaged USD 23 per barrel. The latest sanctions waiver follows a Treasury decision on October 9 to allow the sale and import of Russian diesel into the global market, including the US, until April 7, 2027.

The diesel waiver made enforcement of the new law unlikely, analysts said. The waiver is not specific to India and could also benefit China. The order lets the administration reconsider it later.

India's decision to maintain its Russian oil imports near current levels is a strategic shift in the global energy market. The move is likely to have significant implications for the global energy landscape, and it remains to be seen how other countries will respond to India's decision.

The shift in India's crude sourcing is a result of a complex interplay of geopolitical and economic factors. The country's decision to maintain its Russian oil imports near current levels is a testament to its ability to navigate the complex global energy market and secure its energy needs.

As the global energy market continues to evolve, India's decision to maintain its Russian oil imports near current levels is a significant development. The move is likely to have far-reaching implications for the global energy landscape, and it remains to be seen how other countries will respond to India's decision.
