India's nuclear modernization has entered a new era of sophistication, with a focus on technological advances, survivability, and qualitative improvements. The country's long-term nuclear modernization roadmap is increasingly focused on maintaining the credibility of its second-strike capability against increasingly sophisticated missile defences and surveillance.

The Indian government has publicly declared its doctrine of Credible Minimum Deterrence and No First Use, with an emphasis on maintaining an assured retaliatory capability at all times. This doctrine is in line with the country's nuclear triad, consisting of land-based ballistic missiles, aircraft-delivered nuclear weapons, and sea-based deterrence on nuclear-powered ballistic missile submarines (SSBNs).

One of the key areas of focus for India's nuclear modernization is the operational induction of Multiple Independently Targetable Re-entry Vehicle (MIRV) technology. This technology has been demonstrated on the Agni-V, and its operational deployment would allow a single ballistic missile to carry multiple independently targetable re-entry vehicles to engage several targets or use penetration aids against missile-defence systems.

The MIRV capability enhances the effectiveness of India's limited missile force by increasing the number of aim points that can be threatened without increasing the number of launchers proportionally. It also makes an adversary's ballistic missile defence planning more complex by presenting multiple objects from a single launch.

Another important area for India's strategic roadmap is expanding its sea-based nuclear deterrent. While the Arihant-class SSBNs have provided India's operational second-strike capability, future efforts are expected to focus on larger and more capable submarines, such as the S-4 and S-5, to carry a larger number of submarine-launched ballistic missiles (SLBMs) with greater range and payload capacity.

A larger SSBN fleet would also ensure continuous at-sea deterrence with at least one ballistic missile submarine on operational patrols at any given time, a characteristic of mature nuclear deterrence postures of established nuclear powers.

In addition to MIRV technology and sea-based nuclear deterrence, India is also expected to continue modernizing its Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) architecture for strategic forces. Emphasis is expected to be laid on securing communication links with submarines underwater using Very Low Frequency (VLF) / Extremely Low Frequency (ELF) communication infrastructure to minimize the need for submarines to surface and expose their location.

Enhanced strategic communications would also bolster command-and-control resilience by ensuring reliable connectivity between the National Command Authority and dispersed nuclear forces under a wide range of operational conditions.

India's land-based component of its nuclear deterrent is also expected to evolve, with continued emphasis on canisterised ballistic missiles that are sealed inside launch canisters for storage, transportation, and deployment. This reduces launch preparation time and provides enhanced environmental protection and operational readiness.

India is also likely to continue improving the survivability of strategic missile units using greater mobility and hardened infrastructure to reduce their vulnerability to surveillance and precision strikes, therefore bolstering the credibility of its retaliatory capability.

As neighbours continue to invest in integrated air and missile defence networks, future Indian strategic delivery systems are expected to incorporate increasingly sophisticated penetration aids. This could include decoys, electronic countermeasures, and manoeuvrable re-entry technologies to complicate interception by making it more difficult to distinguish actual warheads from countermeasures.

Such capabilities would aim to preserve deterrence by ensuring retaliatory forces can penetrate enemy missile-defence systems. A strategy of capability, rather than numbers, is expected to guide India's nuclear modernization, with an emphasis on enhancing the effectiveness, survivability, and reliability of its existing deterrent rather than significantly increasing its warhead inventory.
