Aeronautical Development Agency's Tender for Combat Aircraft Wing Skins

The Aeronautical Development Agency (ADA) has issued a tender for the design and manufacture of wing skin layup tools and subsequent manufacture of wing skins for a combat aircraft. This development is a significant step towards indigenous composite structure development for advanced military aircraft.

The tender, GEM/2026/B/7847328, covers top and bottom wing skins for both left- and right-hand sides. The requirement is for 10 units, with an Earnest Money Deposit (EMD) of ₹10 lakh. The tender was issued in August but had since undergone multiple corrigenda, with the latest closing date publicly listed for September 24, 2026.

The unusual aspect of the requirement is that the ADA has requested both the layup tooling and the composite wing skins, which would be fabricated using that tooling. Layup tools are precision moulds that set the required geometry while layers of composite materials such as carbon-fibre prepreg are positioned over the tool and cured. The resulting product must meet the required aerodynamic and structural geometry.

The tender covers four configurations — top-left, top-right, bottom-left, and bottom-right wing skins — with a total quantity of 10. The publicly available tender description does not identify the aircraft platform. ADA has not publicly stated that this procurement is specifically for the Advanced Medium Combat Aircraft (AMCA). Thus, the tender should not be treated as an AMCA order.

However, the requirement is consistent with the kind of composite development expected for a modern combat aircraft. AMCA relies largely on composite structures, and ADA is simultaneously pushing forward developments on several aircraft subsystems and structural elements. The tooling requirement could represent another element of the manufacturing ecosystem being built up around India's next-generation combat-aircraft programmes, though the platform is unknown.

Wing skins are structural components rather than just aerodynamic coverings. The geometry, thickness distribution, material orientation, and bonding quality all affect the aircraft's structural performance and aerodynamic properties. For a modern fighter, composite manufacturing calls for correct tooling and repeatable processes. Building domestic capability in both areas reduces reliance on imported tooling and manufacturing know-how, and puts an industrial base in place which could support future aircraft production.

The fact that ADA is procuring tooling and manufacturing parts together also gives an opportunity to validate the complete process, rather than looking at the tooling alone. The tender does not confirm that the aircraft involved has entered production. Rather, it indicates work at the manufacturing-development level, in which tooling, process capability, and representative composite components are being put in place.

This tender is a significant step towards building India's indigenous composite structure development capabilities. It demonstrates the ADA's commitment to developing the necessary infrastructure and expertise for advanced military aircraft. The successful completion of this tender will have a positive impact on India's defence manufacturing ecosystem, enabling the country to reduce its reliance on imported technology and expertise.

The ADA's efforts to develop indigenous composite structure development capabilities will have far-reaching implications for India's defence industry. It will enable the country to design and manufacture advanced military aircraft that meet its specific requirements. The development of indigenous composite structure development capabilities will also create new opportunities for Indian industry, enabling it to participate in the design and manufacture of advanced military aircraft.

In conclusion, the ADA's tender for combat aircraft wing skins is a significant development in India's indigenous composite structure development efforts. It demonstrates the agency's commitment to developing the necessary infrastructure and expertise for advanced military aircraft. The successful completion of this tender will have a positive impact on India's defence manufacturing ecosystem, enabling the country to reduce its reliance on imported technology and expertise.
