India's requirement for persistent intelligence, surveillance, and reconnaissance across its vast maritime and land borders makes a High Altitude Long Endurance (HALE) platform a crucial asset. The ability to reduce workload on manned aircraft, such as the P-8I, and crew fatigue makes it a vital component of the country's defense strategy.

However, the recent losses of US MQ-9-series aircraft in combat operations have raised questions about the survivability of large, relatively slow unmanned platforms. Critics argue that India should avoid spending scarce defense resources on an imported platform when it could instead develop a domestic alternative tailored to its own operational requirements.

The MQ-9B is not intended to perform the same missions in the same manner as an MQ-9A operating in a high-threat strike environment. India's requirement is primarily centered on persistent intelligence, surveillance, and reconnaissance, particularly across vast maritime and land borders where long endurance can provide an important operational advantage.

The ongoing conflicts in the Middle East demonstrate that large HALE drones cannot simply be treated as expendable assets when operating against sophisticated air-defense networks. Their vulnerability to modern surface-to-air missiles highlights the need for careful mission planning, electronic warfare support, stand-off employment, and layered intelligence.

For India, the lesson may not be that the HALE requirement itself is unnecessary. Instead, it could reinforce the argument for developing an indigenous long-endurance unmanned aircraft capable of providing similar persistence while incorporating Indian sensors, communications, electronic warfare systems, and weapons.

The ideal long-term solution could involve a domestic HALE platform designed specifically around India's geography and threat environment. Such a system could eventually reduce dependence on foreign suppliers while allowing India to retain greater control over mission systems, software, data links, and future upgrades.

The MQ-9B requirement thus presents two separate questions. The first is whether India needs persistent HALE surveillance. The operational demands strongly suggest that it does. The second is whether India should rely permanently on an imported platform to fulfill that requirement.

The answer to the latter could ultimately be no. An interim acquisition could fill an immediate capability gap, but the strategic objective should be to develop a capable Indian HALE ecosystem. The experience of current conflicts demonstrates both the value of persistent unmanned surveillance and the risks faced by large drones in contested airspace.

For India, the smarter approach may therefore be to fill the immediate surveillance gap while simultaneously accelerating the development of a next-generation indigenous HALE platform, rather than simply choosing between imported drones and no capability at all.

In conclusion, India's HALE dilemma presents a complex set of challenges and opportunities. While the country requires persistent HALE surveillance to meet its operational demands, it must also balance its reliance on foreign suppliers with the need to develop its own indigenous capabilities. By prioritizing the development of a domestic HALE platform, India can reduce its dependence on foreign suppliers, retain greater control over mission systems, and enhance its overall defense posture.
