India's Defence Sector on the Cusp of a Revolution

The Indian defence sector is on the cusp of a revolution, with the government considering a major overhaul of the foreign direct investment (FDI) norms. The move is aimed at attracting more overseas investors and boosting the sector's growth. Currently, up to 74% FDI is permitted through the automatic route, but beyond that, it requires government approval. The Department for Promotion of Industry and Internal Trade is holding stakeholder consultations to liberalise the norms.

A Growing Defence Sector

India's defence sector has already seen significant growth in recent years. The country has attracted USD 32.29 million FDI in defence industries between April 2000 and March 2026. The government has increased the defence budget from Rs 2.53 lakh crore in 2013-14 to Rs 7.85 lakh crore in 2026-27. Exports have also surged, growing from Rs 686 crore in 2013-14 to Rs 38,424 crore in 2025-26. The private sector contributed 45.16% of defence exports, while defence public sector undertakings contributed 54.84%.

The Government's Ambitious Targets

The government is targeting Rs 3 lakh crore in annual defence production and Rs 50,000 crore in exports by 2029. To achieve this ambitious target, the government is considering easing FDI norms. The move is expected to attract more overseas investors and boost the sector's growth. However, the government will need to balance the need for foreign investment with the need to protect national security.

The Way Forward

The government's decision on easing FDI norms will have a significant impact on the defence sector. If implemented, it could lead to a surge in foreign investment and boost the sector's growth. However, the government will need to ensure that the move does not compromise national security. The Department for Promotion of Industry and Internal Trade will need to carefully consider the implications of easing FDI norms and ensure that the move is in the best interest of the country.
