India's air defence shield is a complex and multi-layered system designed to protect its airspace from a range of aerial threats. At the heart of this shield is the Russian-origin S-400 Triumf, a surface-to-air missile system that has been extensively tested and deployed by the Indian military. However, one question that has been raised is whether the S-400 can double up as a land-attack weapon, much like Russia has reportedly done during the Ukraine war.

The S-400 was designed as an air defence system, with a primary focus on shooting down enemy aircraft, cruise missiles, and ballistic missiles at long range. However, the 48N6 missile family, which is the primary interceptor for the S-400, has a documented history of being used against ground targets. This is achieved through inertial navigation with radio command mid-course correction, which allows the missile to fly a ballistic arc to a programmed location and detonate its blast-fragmentation warhead overhead.

However, the warhead is optimised for shredding aircraft in flight, not for penetrating or precisely destroying ground targets. This means that the S-400's use as a land-attack weapon is more akin to an extremely expensive, long-range unguided rocket than a precision-guided munition like BrahMos. The pattern behind Russia's use of S-400 missiles against ground targets tells its own story - it is a symptom of dedicated land-attack munition shortages rather than a considered doctrinal choice.

The same question arises about India's Project Kusha, a indigenous interceptor system that is currently under development. While the project's publicly available descriptions frame it exclusively in air-defence terms, there is no official disclosure describing a land-attack mode for the system. However, the guidance architecture of Project Kusha is broadly similar to that of the S-400's 48N6 missile, which means that it is technically capable of solving a trajectory-and-timing problem, regardless of the target's location.

The comparison between the S-400 and Project Kusha is genuinely interesting, rather than purely academic. Both systems share the same fundamental limitation if ever repurposed for ground strikes - a blast-fragmentation warhead built to shred aircraft in flight, not to destroy hardened or precise ground targets. Neither the S-400 nor Project Kusha was engineered with a land-attack warhead, guidance mode, or targeting workflow in mind.

The more strategically relevant point for India is that Project Kusha doesn't need a land-attack capability, disclosed or otherwise, because India already fields a robust and rapidly expanding surface-to-surface missile arsenal purpose-built for that mission. Systems like BrahMos, Pralay, Shaurya, and Nirbhay are designed from the outset for precision or near-precision land attack, with warheads, guidance packages, and flight profiles optimised specifically for striking ground targets, something a repurposed air-defence interceptor could never match in efficiency or effect.

In conclusion, India's air defence shield is a complex and multi-layered system that is designed to protect its airspace from a range of aerial threats. While the S-400 and Project Kusha are technically capable of more than meets the eye, their limitations in land-attack mode are significant, and India's existing surface-to-surface missile arsenal provides a more effective and efficient solution for precision land attack.
