India Takes the Leap: Joining the Global Sixth-Generation Fighter Fray
India's Ministry of Defence has initiated efforts to join an international sixth-generation fighter programme, marking a significant shift in the country's long-term air-power planning. This move comes against the backdrop of rapidly changing air warfare, where stealth, artificial intelligence, autonomous systems, advanced sensors, electronic warfare, long-range weapons, and manned-unmanned teaming are becoming increasingly important.
The country is currently focused on the Advanced Medium Combat Aircraft (AMCA), a fifth-generation stealth fighter. However, the Parliamentary Standing Committee on Defence has argued that India must begin planning for sixth-generation capabilities now rather than waiting until AMCA enters service. The committee has recommended that the Ministry of Defence establish a clear trajectory and accelerate the planning process for the development and acquisition of sixth-generation aircraft.
India is examining two major international sixth-generation fighter groupings. One is the Global Combat Air Programme involving the United Kingdom, Italy, and Japan, while the other has been described in parliamentary discussions as the Franco-German programme associated with the Future Combat Air System. The Indian Air Force has indicated that it will attempt to associate itself with one of these international consortia and begin considering a sixth-generation fighter at an early stage so that India does not lag in achieving advanced-aircraft capability.
The French option is particularly significant for India because of the rapidly expanding strategic and industrial relationship between New Delhi and Paris. India is already moving towards a major acquisition of 114 Rafale fighters, with France submitting its technical and commercial proposal following India's Letter of Request. The proposed Rafale programme is expected to involve substantial local production and technology transfer, potentially creating an industrial ecosystem that could eventually support more advanced aerospace programmes.
However, India's possible participation in a European sixth-generation programme should not be interpreted as a replacement for AMCA. Instead, the two programmes could occupy different positions in India's future combat-aircraft roadmap. AMCA is intended to provide India with an indigenous fifth-generation platform, while participation in an international sixth-generation programme could expose Indian industry and research organisations to technologies that may be difficult and expensive to develop independently.
Sixth-generation fighters are expected to move beyond conventional stealth aircraft by incorporating highly connected combat architectures, autonomous wingmen, advanced sensor fusion, artificial intelligence, adaptive or variable-cycle propulsion, and greater electronic-warfare capabilities. The aircraft will likely operate as the central node of a wider combat system involving unmanned combat aircraft, surveillance platforms, long-range weapons, and distributed sensors.
For India, early participation could therefore be more valuable than simply purchasing a finished sixth-generation aircraft decades later. Joining a development programme during its formative stages could provide opportunities for Indian companies and research organisations to participate in design, software, avionics, weapons integration, propulsion, and manufacturing. The extent of such participation, however, would depend heavily on negotiations over intellectual property, technology access, workshare, and decision-making rights.
The timing is particularly important because India's AMCA programme is still progressing through its development phase, while other countries are already moving towards sixth-generation demonstrators. The United States is pursuing its next-generation fighter effort, while the European and Japanese-led programmes are targeting aircraft for the 2030s and 2040s. The rapid development of China's next-generation combat aircraft has also highlighted the need for India to accelerate its planning process.
India's challenge will be to avoid becoming merely a customer in another foreign fighter programme. If New Delhi eventually joins the Franco-German Future Combat Air System or another international consortium, the agreement would need to provide meaningful Indian industrial participation and access to technologies that strengthen the country's own aerospace ecosystem.
Ultimately, India's participation in an international sixth-generation fighter programme could have far-reaching implications for its air-power planning and its ability to compete with major military powers. By joining a development programme during its formative stages, India can leverage the expertise and resources of its international partners to accelerate its own aerospace capabilities and reduce its reliance on foreign technology transfers.
