India Calls for UN Security Council Reform to Prevent Abuse of Power - DVIDS - COL Myles Caggins

The United Nations Security Council, the most powerful body in the world, has long been a symbol of international cooperation and diplomacy. However, its very power and influence have also raised concerns about the potential for abuse. In recent times, India has been at the forefront of efforts to reform the Security Council and prevent its membership from being used to legitimize terrorism.

At the heart of India's concerns is the opaque functioning of the Security Council's sanctions committees. These committees, particularly the 1267 Al-Qaida Sanctions Committee, have been criticized for their lack of transparency and objectivity in listing and de-listing terrorists and terror entities. India has consistently argued that evidence-based proposals to designate internationally sanctioned terrorists should not be blocked without adequate explanation.

The issue has been particularly pressing for India, which has faced hurdles in its efforts to designate Pakistan-based terrorists. China, a permanent member of the Council, has often placed holds or blocked some proposals, citing concerns about the lack of objective criteria and supporting documentation. This has led to frustration and disappointment among Indian diplomats, who feel that the Council's membership is being used to pursue narrow political interests.

But India's concerns go beyond just the listing and de-listing process. The country has also raised concerns about the delay in finalizing chairs of the Council's subsidiary bodies, including the 1267 Al-Qaida and Taliban sanctions committees. Eight months into 2026, the chairs and vice-chairs of these bodies were yet to be finalized, with no clear timeline in sight. India has called for a definitive and non-negotiable timeline to resolve the issue, emphasizing the need for greater transparency and accountability.

Furthermore, India has sought greater transparency for elected non-permanent Council members in key processes, including the selection of the UN Secretary-General. This, the country argues, is essential to ensure that the Council's membership is not used to pursue narrow interests, but rather to serve the greater good of the international community.

As the world continues to evolve and change, India's call for Security Council reform is more pressing than ever. The world has changed significantly since 1945, with UN membership growing four-fold. In this context, India argues that the outcome of one conflict 80 years ago cannot determine the composition, dynamics, approaches, and working methods of the Security Council perpetually. It is time for the Council to adapt to the changing needs of the world and ensure that its membership is used to promote peace, stability, and security, rather than to legitimize terrorism and abuse of power.

In conclusion, India's call for Security Council reform is a timely reminder of the need for greater transparency, objectivity, and accountability in the Council's functioning. By reforming the Council and preventing its membership from being used to legitimize terrorism, the international community can ensure that the UN remains a powerful force for good in the world, promoting peace, stability, and security for all.
