India and Canada: A Vibrant Partnership Takes Shape

India's High Commissioner to Canada, Dinesh Patnaik, has confirmed that Prime Minister Narendra Modi's visit to Canada is almost certain to take place by the end of the year. This significant development marks a substantial shift in the bilateral relationship, transforming it into a vibrant and strong partnership.

The upcoming visit is expected to be a milestone in the Comprehensive Economic Partnership Agreement (CEPA) negotiations between the two nations. The agreement aims to establish a zero-tariff regime, with bilateral trade targeting a substantial increase to $70 billion within the next five years.

Patnaik expressed confidence in the agreement's completion, citing the trust factor and faster negotiations. He noted that the discussions have reached a high level of collaboration, and he is optimistic that the agreement will be finalized before its first anniversary.

The envoy attributed the progress in negotiations to the trust factor, which has increased significantly since the two Prime Ministers met in Johannesburg on the sidelines of the G20. He emphasized that negotiations move at the speed of trust, and the higher trust factor has enabled faster progress in the talks.

The two nations aim to double bilateral trade to $70 billion within five years, with India seeking a zero-tariff regime. Patnaik highlighted that India wants to buy more crude oil, liquefied natural gas (LNG), and liquefied petroleum gas (LPG) from Canada. He also mentioned that India is already purchasing uranium from Canada.

The envoy acknowledged that earlier concerns about Canada's reliability were related to its ability to deliver energy on time, given gaps in pipelines, ports, and liquefaction terminals. However, he now sees a new Canada under Prime Minister Mark Carney, with significant projects and a faster pace of legislation.

Canada is crucial to India as a gateway to North America, given its close links with the United States. India is a nearly $4 trillion economy, expected to reach about $25 trillion by 2047. Canada, on the other hand, is an energy superpower, and the two nations have a strong foundation for cooperation.

The relationship between the two countries has experienced a significant shift in recent years. In 2023, relations plunged after then-Prime Minister Justin Trudeau alleged a potential link between Indian government agents and the killing of Sikh separatist Hardeep Singh Nijjar. India rejected the allegation as absurd.

However, the two nations have since made significant progress in strengthening their ties. Indian Foreign Minister S. Jaishankar and Canadian Foreign Minister Anita Anand have met more than 12 times in the past year, demonstrating a strong commitment to improving bilateral relations.

The upcoming visit by Prime Minister Modi is expected to further solidify the partnership between India and Canada. The Comprehensive Economic Partnership Agreement is likely to be a key focus area, with both nations aiming to increase trade and cooperation in various sectors. As the relationship continues to evolve, it is clear that India and Canada are committed to building a vibrant and strong partnership for the future.

The visit will also coincide with the Canadian International Trade Minister Maninder Sidhu's trade mission to India, which is expected to bring together nearly 300 delegates from Canada. This mission is seen as a significant step towards strengthening bilateral trade and economic ties between the two nations.

In conclusion, the upcoming visit by Prime Minister Modi to Canada marks a significant milestone in the bilateral relationship. The Comprehensive Economic Partnership Agreement is expected to be a key focus area, with both nations aiming to increase trade and cooperation in various sectors. As the relationship continues to evolve, it is clear that India and Canada are committed to building a vibrant and strong partnership for the future.
