The F-16 has been a cornerstone of Pakistan's airpower for decades, and its combat record is shrouded in controversy. From the 1987 Soviet-Afghan War to the 2019 India-Pakistan aerial engagement and the 2025 conflict, Washington's assessments of Pakistan's F-16 losses have been repeatedly scrutinized by India.

The narrative surrounding F-16 losses is complex and multifaceted. In 1987, a PAF F-16A from No. 14 Squadron was lost during an interception mission near the Afghan border. Initial reports claimed it was shot down by Afghan forces after entering Afghan territory and ignoring warnings. However, later accounts revealed a friendly-fire incident, where the flight leader inadvertently locked onto his own wingman and fired an AIM-9-series missile, destroying the Pakistani aircraft.

This distinction matters enormously. A PAF F-16 being shot down by an Afghan aircraft would represent a combat loss against an adversary. A PAF F-16 being destroyed by its own wingman would expose a very different problem involving identification, target discrimination, and combat decision-making.

The controversy resurfaced in 2019, with India claiming a Pakistani F-16 was shot down. However, U.S. officials initially stated that they physically counted Pakistan's F-16s and found none missing. The Pentagon later distanced itself from this claim, stating it was not aware of such an investigation. This leaves the issue contested, with India continuing to maintain that a Pakistani F-16 was destroyed.

The 2025 conflict saw similar claims of F-16 losses, with India citing electronic signatures and imagery to support its assessment. However, independent assessments urge caution, noting that radar disappearance alone cannot establish an aircraft kill. The exact aircraft-by-aircraft loss accounting remains contested and not publicly established to a standard that would eliminate every disagreement.

The F-16 generates intense sensitivity in Pakistan due to its technological and political significance. Admitting an F-16 loss can affect perceptions of PAF competence, American technology, and Pakistan's air-combat capability. Washington also has its own interests, having historically maintained a close defense relationship with Pakistan and supplied F-16s under strict end-user arrangements.

The 2019 episode is particularly instructive, as the American claim was immediately adopted by Pakistan as a rebuttal to India, even though the Pentagon subsequently distanced itself from the idea that it had conducted such an investigation. The lesson for India is therefore not simply to dismiss every American assessment involving Pakistani aircraft. Rather, Indian intelligence and military assessments should be evaluated independently against multiple sources: satellite imagery, aircraft serial numbers, wreckage, electronic intelligence, radar tracks, communications intelligence, and commercial imagery.

In conclusion, the F-16 controversy is a complex tale of narrative battles and airpower politics. The truth about Pakistan's F-16 losses remains disputed, and Washington's assessments carry disproportionate political weight. As the F-16 continues to play a central role in Pakistan's airpower, it is essential to understand the complexities of this controversy and the implications it has for regional security.
