The development of fighter jets is a complex and expensive process, and the costs can vary widely depending on the program. In recent years, a comparison has been made between the development costs of India's Tejas program and China's J-10 program. The numbers seem to suggest that China's J-10 was developed for a significantly lower cost than India's Tejas.

However, a closer look at the numbers reveals that the comparison is not as straightforward as it seems. The 500 million yuan figure that is often cited as the development cost of the J-10 is actually an initial budget proposal made in 1981, nearly two decades before the actual development cost was incurred. This proposal was made by the PLAAF commander, Zhang Tingfa, to Deng Xiaoping, and it was accepted by the Central Military Commission in 1981. However, the project that actually produced the J-10, formally designated Project No. 10, was not approved by the State Council until 1986, five years later.

In contrast, India's Tejas program has been transparent, with audited costs and itemized accounting. The development cost of the Tejas Mk1 through its 2016 Final Operational Clearance was ₹13,320 crore, which converts to approximately $2.0 to $2.05 billion at the exchange rates prevailing that year. This figure includes the costs of development, testing, and production, and it has been disclosed through parliamentary disclosures, CAG audits, and Cabinet-level procurement announcements.

Another important factor to consider is the production numbers of the two programs. While China's J-10 has been built in numbers exceeding 600 aircraft, India's Tejas has only recently reached FOC and has yet to match that production run. This suggests that India's program has taken an unusually long time to move from sanctioned development funding to a fielded, mass-producible aircraft.

A more defensible conclusion is that India's own disclosed numbers show a program that took an unusually long time to develop and produce a fighter jet, regardless of what the true J-10 figure eventually turns out to be. The unit cost of the Tejas Mk1 in its FOC configuration has been estimated at roughly $23 million to $39 million per aircraft, while open-source estimates for the J-10A put its unit cost around $40 million in comparable dollar terms. Both of these figures rest on reasonably corroborated open-source pricing data rather than a decades-old opening budget line, making the unit-cost comparison meaningfully more reliable than the total-program comparison.

In conclusion, the comparison between the development costs of India's Tejas program and China's J-10 program is not as straightforward as it seems. While China's J-10 may have been developed for a lower cost, the actual development cost of the program is not known, and the production numbers of the two programs are significantly different. India's Tejas program has been transparent, with audited costs and itemized accounting, and its unit cost is comparable to that of the J-10A. Ultimately, the development of fighter jets is a complex and expensive process, and the costs can vary widely depending on the program.
