The recent unveiling of a balloon-launched stratospheric ISR UAV by BSS Materiel Limited and Kalam Labs has sent shockwaves through the surveillance industry. This innovative platform offers a low-cost alternative to satellites and conventional aircraft, capable of wide-area reconnaissance for up to three hours.

The system's operating concept is built around a helium or hydrogen balloon that carries the UAV to deployment altitude before release. The balloon ascends to more than 30 kilometres, translating to above 118,300 feet, at which point the fixed-wing, pusher-propeller UAV separates and transitions into cruise flight. From there, it conducts persistent, wide-area intelligence, surveillance, and reconnaissance for up to three hours across a 50-kilometre ISR envelope, relaying encrypted real-time video back to a ground station before returning under parachute for net recovery.

The UAV itself is built around a carbon-fibre composite airframe with a wingspan of 3.74 metres and a fuselage length of 1.7 metres. An electric pusher propeller draws power from a 40,000 mAh lithium-ion battery pack, giving the platform a notably light footprint for something operating above 100,000 feet. Maximum take-off weight is listed at just 12 kilograms, with up to 3 kilograms of that reserved for payload.

The sensor package, designated CM102, pairs dual electro-optical and infrared sensors, providing AI-assisted object detection, recognition, and target tracking with geo-lock. Electronic image and scene stabilisation are built in, and video is compressed and streamed using H.264 and H.265 encoding compliant with STANAG 4609 and MISB metadata standards, aligning the system with NATO-standard ISR video interoperability formats used across allied ground control stations.

The system runs on an ArduPilot-based flight controller with a customised navigation stack combining RTK GPS with NavIC and SIM808 GSM fallback, an ELRS 868 MHz command uplink, and a Holybro P900 UHF telemetry link with GSM backup. Video is transmitted via HeroLink HD for low-latency real-time feed, tracked by a GPS-locked directional Yagi antenna tracker.

Ground operators are supported by a 3D ground control station offering interactive terrain visualisation, live telemetry, and health monitoring, AI-assisted target detection overlays, and a secure encrypted data link. The manufacturers list typical mission sets spanning border surveillance, counter-infiltration, maritime patrol, battlefield ISR, convoy and infrastructure monitoring, disaster assessment, and search and rescue.

Kalam Labs' broader track record lends some credibility to the announcement, given the company's prior high-altitude flight records recognised by the American Institute of Aeronautics and Astronautics and its existing deployments supporting the Army along the Line of Actual Control and at the Pokhran test range. While the specific stratospheric ISR variant has not entered trials with any Indian security agency, its potential is undeniable.
